Description
As I see now Dolphin creates "Dolphin Emulator" folder in My Documents and keep there everything that were stored in "User" folder in executable directory.
Of course, having that "Dolphin Emulator" stored in My Documents is good if you run Dolphin on local PC only, but also it bad from other sides.
Before that I wasn't need to care about this folder... I could just copy Dolphin folder to flash drive and go to with it to another PC to play, but now I always need to care about "Dolphin Emulator" folder content at every PC to another PC walks.
If it possible, make a Checkbox to get back relative "User" folder.

While I do agree a GUI option would be better for most people than the current situation; you can indeed set Global User Directory to off.

Aww creating the file named portable.txt is not much user-friendly and who can ever guess that without reading docs? :P

Are we making a GUI option or keeping portable.txt? This needs to be decided on before the next release.

I don't think we ever targeted the non-global directory feature to people who need a GUI option for it. Hence I'd also rather not introduce an option for it.
