What's the problem? Describe what went wrong in few words.
The music in the game is much louder than the SFX.

What did you expect to happen instead?
Music and SFX volumes to be balanced.

What steps will reproduce the problem?

  1. Start up a race of any kind; mode, characters, nor course do not matter.
  2. Listen carefully to the music compared to the sound effects (tire skidding, character voices, boosts, etc.). They should be much lower than the music to the point where they are almost unnoticeable.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-1711(?: I know it's 17**)
4.0-1875

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
I believe an older version did not do this, but I do not know which. I might also have just not noticed it.

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
OS: Windows 8.1.1 x64
CPU: Intel Core i5-3330 3.00 GHz
GPU: Intel HD Graphics (I can't imagine the GPU has anything to do with this.)
RAM: 8 GB

Are you using the 32 or the 64 bit version of Dolphin?
64-bit

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)
I did testing, and discovered DSP-LLE fixes the problem. Try experimenting with these steps with DSP-LLE enabled:

  1. Upon reaching the title screen, go to "OPTIONS."
  2. Adjust the "♪VOLUME" option. The music should adjust appropriately, and I suspect the SFX should as well, though I am not certain.
    Now try with DSP-HLE:
  3. Get to the "OPTIONS" menu again.
  4. Try adjusting the "♪VOLUME" option. The music should not adjust. It seems to always be stuck on "+10."
