Option to set dead zones for L-Analog and R-Analog

Description

Every game pad is designed differently, and often times the L and R analog tend to already be pushed down slightly (particularly with real GC controllers that are a bit worn in). This results in unwanted input in various games, and is a pain to correct via other means.

Calibrating game pads under game controller settings within Windows does not take care of this issue.

Umm, as far as I can tell, a correctly calibrated adapter (Even Mayflash) will work correctly with the L/R analogs even if it shows up at about 10 - 15% pressed. I tested lightshielding and Melee, and it was pretty close.

Still, I guess this makes sense for other situations?
