Scaled EFB Copies no longer works in OGL as of the 4.0-3810 revision
What did you expect to happen instead?
For Scaled EFB Copies to work!
What steps will reproduce the problem?
Play any game on 4.0-3810 or later with Scaled EFB Copies on
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-3808, 4.0-3810
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
4.0-3808
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)

I'm sorry, what do you mean with broken? I can't see much of a difference on those screenshots. It maybe looks like a worse upscaling filter :/

Yeah, it's still works, but, if there's some kind of slight regression in the quality of upscaling, it needs to be looked at.

I can totally see it. The quality is way down at higher internal resolutions.

Could you please test this build: http://dl.dolphin-emu.org/prs/pr-1418-dolphin-latest-x64.7z
It's PR 1418.
If it doesn't fix this issue, could you please upload a big screenshot of 1xIR?

Yeah, my patch was merged, so this issues is very likely fixed.
