What's the problem? Describe what went wrong in few words.

During cutscenes whene peach, mario or somebody else is speacking it slows down to 40% of speed. or while mario is on goo/oil --> 80%
the only whay to fix this is setting the emulation to direct3d

What did you expect to happen instead?
speed stays to 100% just like in direct3d

What steps will reproduce the problem?

  1. just start game and watch the intro with OpenGL
  2. and when peach is speaking it slows down
    3.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-4222

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

What are your PC specifications? (including, but not limited to: Operating

Confirmed; it happens on D3D as well though; dunno why you're not seeing it there.

Can you try turning off all cheats. I found a crash introduced last night, but it's apparently not related to your issue. I just figured since the build you pinpointed was the build that introduced the crash, that we had the same issue.

We do not accept performance based issues with a specific problem cited in the code or a bisect to the build that caused the performance regression.

I have encountered this problem before. Try changing

Options > Graphics Settings > Hacks > Texture Cache Accuracy = Fast.

That should speed things up.

Ask on the forums about your speed issues. This isn't really an issue with Dolphin itself, your PC's just pretty slow and there's probably a configuration issue somewhere.
