What's the problem? Describe what went wrong in few words.
When painting to fix something, like the wind mill in the village, the game lags for several seconds.

If A is hold during the lag, the painting can be finished without a problem and without further lag.

Important: There's no lag when painting, and there's nothing on screen that can be fixed.

What did you expect to happen instead?
No lag, like it happens when using OpenGL.

What steps will reproduce the problem?

  1. Start a new game
  2. Get to the point where you have to fix the "river"
  3. Press B to show the canvas, and then press A to start drawing

Which versions of Dolphin did you test on?
4.0-5565

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Not that i know of

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

If the option "Skip EFB Access" is enabled, there is no lag, but then fixing stuff doesn't work.
