What's the problem? Describe what went wrong in few words.
When you use frameskip 1, 3,5,7, or 9 The game only shows 1 frame a second.

What did you expect to happen instead?
Frameskip of 1 will skip 1 frame, 3 will skip 3 frames, etc.
It works fine when I use 2, 4, 6, or 8.

What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]
It happens no matter what configuration I have, or use of openGL/3D

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0 5647 x64

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

yes 4.0.2 stable
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)

2.2 ghz i7 8 core processor. with an intel 3000 graphics chip. Windows 7 x64

It also happens to me
Fun fact: It only happens when your computer can't handle full speed (or struggle a bit to mantain it)
I have a 2.5 GHz dual-core (four threads) Intel i5 and an Intel HD Graphics 4000. My computer would be a little better than his for Dolphin. I tried setting frameskip to 1 while playing New Super Mario Bross Wii and it worked like a charm, but when I tried it (to avoid slight framedrops) on Super Mario Galaxy with IR set to 1.5x it was just clumsy, so I set the frameskip to 2 and it worked great (but too much frameskip for my taste, so I still wanted 1 to work good).

I reported it some time ago, but I didn't have any proof in a video or something

It only happens for me with 30 fps games. 60 FPS games seems to work how they should. Odd frameskip on 30 fps seems to end up with 1 FPS. 2 seems to be 15 fps, and is just skipping more frames than it should. Hopefully I will record soon.

Not sure if its okay to post on this issue since its older(sorry if this is a Necropost), but this is still present on my new laptop, with a nvidia 960m graphics card and a 4020hq intel processor @ 2.6ghz. again, even frameskip works properly, but odd framskip only shows like 1fps.

I also still have this issue. It's very annoying because it's one of the dumb, unnecessary reasons that I have to choose between never getting a decent frame rate in Twilight Princess, or occasionally dealing with major slowdowns.

Frameskip is no longer in Dolphin as of 5.0-1033. It's unlikely that this could have gotten fixed even if we had continued to have frameskip in Dolphin.
