What's the problem? Describe what went wrong in few words.
The camera doesn't follow my character and there isn't a dpad to control the inventory on the mobile version.
What did you expect to happen instead?
The camera to follow me and to be able to use the inventory.
What steps will reproduce the problem?
This problem is only persistent in the mobile version of Dolphin.
1.Start the game in single player mode.
2.create a character. There is a cutscene here that doesn't work. Push start to get passed the black screen.
3.after character creation, start the game in episode 1.
4.after the dialogue with principle Tyrell, you are able to start moving around, which is where the problem begins.
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

Does using an older version of Dolphin solve your issue? If yes, which

The issue persisted through previous dolphin versions

It only seems to happen on the mobile version, as I have pso loaded on my pc and it runs perfectly fine. It could be a hardware issue but I have no idea how to check that Or which settings to mess with.
Also, having a directional pad or c-stick is very important in this game, since you aren't able to control the in game menus without them.

Yea, this is some floating point bug in the ARMv7 recompiler.
The AArch64 recompiler doesn't hit it.
