What's the problem? Describe what went wrong in few words.
Some games have a 'need to keep pressed' button, usually to run. Most resident evil games are like this and this button is dedicated. I'd like to configure a keybind to a toggle button, like caps-lock (or even if possible, any button as a toggle), to work as if the button was always pressed until untoggled. (Save load and Save state load would probably be problematic?).

What did you expect to happen instead?
This option be implemented on the key binding menu as a modifier to a key (and also allow the usual or and and conjunctions, why not).

What steps will reproduce the problem?

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

If this is implemented, i'm interested in keeping the 'or' conjunction because the run button is also used to turn around quickly in RE, by tapping it while moving back. Now, i suspect this might need special handling if you have two buttons at the same time for the same 'virtual' button and one is always pressed. Or maybe not, who knows.

You can actually do this in the gamepad settings. Right click the button you want in the gamepad settings, then add the not modifier to it. That way, when the button ISN'T pressed, Dolphin will act like the button is pressed.
