What's the problem? Describe what went wrong in few words.

Arc Rise Fantasia -> The Game freezes in Jada after the cut scene with Rastan and the Necromancer right at moment when the combat against the skeletons should start, it does freeze even when skipping the cutscene.

Bully: Scholarship Edition -> Freezes before gameplay

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?

The regression is caused by 4.0-4898 -> https://dolphin-emu.org/download/dev/598dc033f2cfca10647d1fe476039e405c3a835b/

All previous builds work, all newer builds do not work. This is currently a blocking issue until a work around. The only thing we can do (aside from fixing the issue) would be to enable fast-disc speed in these games that are affected. That doesn't mean we shouldn't fix the issue in the future.
