What's the problem? Describe what went wrong.
When launching Dolphin.exe it appears behind the Dolphin folder window and does not have focus.
What steps will reproduce the problem?
Launch Dolphin.exe from a folder.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

The issue does not occur in 5.0-206.
What are your PC specifications? (CPU, GPU, Operating System, more)

In case you needed it, I can also confirm this happens; Dolphin always starts behind other windows now.

Is there any progress to this issue? It's still present on 5.0-373.
