Debug Perspectives are broken

Description
What's the problem? Describe what went wrong.
I'm assuming that perspectives have something to do with pane layout so I tried both editing the default one and creating a new non-default one (see attached). After loading any perspective, Dolphin reverts back to the default perspective.
What steps will reproduce the problem?
- Modify the default perspective or create a one.
- Load a perspective.
- Observe the default perspective.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Yes, 5.0. It was even worse as it allowed multiple or no perspectives to be selected...
What are your PC specifications? (CPU, GPU, Operating System, more)

QT is missing the "Debug" and "Profiler" menus so there is no way to test that. Did you want me to file a separate issue for that?
Side note: I'm avoiding testing QT until https://forums.dolphin-emu.org/Thread-compiling-dolphinqt2 is solved. I'd like to be able to compile QT before I start using it...

Turned this into a QT feature request in #11188. Won't Fix for this WX issue.
