Anti-aliasing not working in vulkan since 5.0-5968 (Possible regression)

Description

Some games are crashing when vulkan + anti-aliasing is selected (Doesn´t matter if MSAA or SSAA)

Dolphin hangs with various messages like "Failed to submit command buffer" or "Unhandled exception"

This can be seen for example in silent hill shattered memories (Can´t reach the game´s main menu) or Resident evil 4 (Can´t start a new game, hangs after the intro video)

This problem happens since the 5.0-5968 version (Abstract Staging Textures - VideoCommon interface for texture readbacks/uploads)

I don´t know if this is a regression of (https://bugs.dolphin-emu.org/issues/10463) i think is not related with that, but who knows...

Tested with various nvidia drivers, default settings, and other backends, the only problem is vulkan + anti-aliasing after 5.0-5968.

Windows 10 x64
GTX 970
i7 4790k
16 Gb DDR3
