Don't allow "Scaled EFB Copy" and "Arbitrary Mipmap Detection" Options if native resolution is set.

What's the problem? Describe what went wrong.

When the resolution is set to native, both of the above mentioned options are still available, even though they won't have any effect.
IMO graying out these Options would be better.

What steps will reproduce the problem?

  1. Open the graphics settings window.
  2. Open the improvements tab.

Yes, 5.0-8715.
