Power off real Wii Remotes during emulation exit (optional) and closing Dolphin

Description

Dolphin doesn't power off real Wii remotes when exiting emulation or closing Dolphin. This can cause the batteries to be unnecessarily drained. I suggest two changes:

  1. Add an option to power off real Wii remotes when exiting emulation (Default OFF). I assume most people will want the Wii Remotes to stay connected when switching between games in the game list but this option could prevent people from quickly ending emulation and draining their battery.

  2. Power off Wii remotes when exiting Dolphin. I don't see any reason to make this optional, but if people want it to be optional it should be defaulted to ON.
