Sorry about that, The Dolphin Bisect Tool says 5.0-2492 may be where the issue started

FYI: The game seems to boot if you start it with all wii remotes disabled.

Yup, can confirm it does boot with wiimotes disabled. Strange, but I guess it's something you must check especially with shovelware titles like these.

Apparently the game still doesn't work if remotes are disconnected after boot then reconnected. Not sure what's wrong and I don't have time to investigate :(

After reading the page for Bully: Scholarship Edition on the wiki, it says the game will hang unless you disconnect wii remotes before boot or turn speed up disc transfer rate on. I tried the disc speedup on this game and that fixed the issue, but speed up disc transfer rate can have other bugs.

FYI, I cannot reproduce this issue in current builds. 5.0-12660 Is booting the game with Wii remotes attached.

I can still reproduce it. Just ensure that MMU is enabled. The default setting was changed, resulting in an invalid read instead.
