[Feature Request] Adding an option to set generic game window title

Description

Because of how OBS looks for matching window titles, it can be awkward to set it up with Dolphin due to how much the game window title changes with build number going up, FPS fluctuating, and current game loaded.
OBS looks for either a matching title or a similar one, if you use the exact match option then whenever the build is updated, I would have to go back through and fix all sources in OBS. Or if I'm using the similar title then what happens is OBS will swap to the game list when a game is closed, making it frustrating to swap back to the game window.

Essentially I'm asking if it would be possible to have a setting in the Render Window section inside (Settings -> Interface) that just sets a generic window title such as "Render Window", "Game Window" or only specify the game name currently playing.

This should be easy enough to provide. Someone should add an option in interface to disable all of that from the window title.

Note that FPS has been removed from the title since https://github.com/dolphin-emu/dolphin/pull/11467 / 5.0-18340. The build number and loaded game, as well as some settings, are still present.
