What's the problem? Describe what went wrong.

When entering the water at the start of the second section of "2,000,000 Leagues Under the Sea," there is a very distracting bug in the blur effect the game uses.
It does work in the software renderer, however.

What steps will reproduce the problem?

Load the attached save and dive into the water. (For those unfamiliar with the game, you can press B and then hold down R to speed up getting to the area when you get in game.)

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

I cannot bisect due to the bisection tool being nonfunctional at the moment.

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. The software renderer.png and console 'screenshot'.jpg images detail what the game should look like, while the ones labeled opengl contain the broken effect.

What are your PC specifications? (CPU, GPU, Operating System, more)

CPU: Ryzen 5 5600X
GPU: NVIDIA GeForce GTX 1660 Ti
OS: Windows 10 Pro 64-bit

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

You will need to unzip the fifolog because it was too big to upload without being zipped.

The attached savegame is saved right before the problematic section.

No amount of messing with user viewable settings fixed the issue, from switching graphics backends to turning on Disable Vram Copies, and even downloading a fresh copy of the latest development version and turning on portable mode (with the only changed settings being adding in a game path and changing the controller type).

Bisect manually please. 5.0 is known good build, latest is known bad. Just roughly cut the range in half (so 5.0-7xxx range) and then keep going.

Manual bisection has, thankfully, said that the build that broke it was a build after the current beta build. The build that broke the effect was Dolphin 5.0-1420. *I occasionally update to a dev build because I'm curious to try out the latest features before they hit the progress report, but I mostly stay on the beta channel.
