If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. This got fixed. I don't have the revision offhand.

- Regression changed from No to Yes
- Regression start set to 5.0-15518
- Fixed in set to 5.0-15950
Looks like it was specifically fixed in 5.0-15950 ("Fix copy filter clamping (again)"), confirmed broken in 5.0-15947. Probably needs 5.0-15961 ("Fix copy filter clamping (again (again))") if VRAM copies are disabled but I haven't verified that.
I could only reproduce this issue with OpenGL on my machine; other backends didn't have it.
There was a separate issue with the software renderer, which was fixed by 5.0-16348 (related to a scissor issue that only existed on the software renderer).
