What's the problem? Describe what went wrong.

If the "SafeTextureCacheColorSamples" is set in a ini for a game to a custom value that isn't 0, 128 or 512 then the GUI locks the ability to set the value.
If the Game is stopped this setting is still locked.
If another Game is run this setting is still locked.

What steps will reproduce the problem?

Set the SafeTextureCacheColorSamples to a value above 512 for example or play a game that the SafeTextureCacheColorSamples is already set higher than 512 and boot the game. There are games already set like this.
Open the Graphics Settings check the setting is locked.
Stop the game.
Open the Graphics Settings check the setting is locked.
Run a different game.
Open the Graphics Settings check the setting is locked.

No. The GUI behaved differently then though.

I tracked down to where this behaviour started in the QT GUI:

(Before that the QT GUI was only displaying the global setting)
