Button doesn't light up.

What's the problem? Describe what went wrong.

Text seems to be leaking from one section of the game to another. This is showing up in odd places.

What steps will reproduce the problem?

Using a vanilla iso, no patches or mods, load and start a new game. Press start to skip movies and to fast forward dialogue. The dialogue choices do not matter. Fight a girl, beat her (you can't lose). Continue to fast forward and choose the first dialogue option. Eventually, you'll get to a screen with 3 boxes. We'll call this "The Exam Screen". 1 box is the title, 1 box underneath with 2 choices and a box in the top right corner that will have a 9 and JP for month and the JP for week and number 1. Make a save state in case of crash. WHEW! Took a while, but we are there now. Next, click the second choice. You are presented with a bunch of location names in Japanese. Choose one and you will talk to someone there. The first things that come out of their mouth is nonsensical / random / jargon. This could happen for up to 3 subsequent dialogue boxes (this seems consistent) where the text being pulled from parts of the The Exam Screen. Usually, the first dialogue will have the person talking to you spew out a location name or two. If your character responds, I believe is probably pulling from the top right box from The Exam Screen. The real dialogue will never show up. I don't have an example of the real dialogue b/c I don't have real hardware to show it. It just needs to be trusted. The words on the emulator that the people are saying is jargon. On one of those the guy is supposed to use an interjection but instead says "Laboratory" for no reason.

RoundaboutSnake: Try setting the Texture Cache Accuracy to Safe.

Billiard: They were probably trying to verify while the game was running.

NOT A SOLUTION BUT...

Sometimes, if I save a state and load it up back up, the graphics will get fixed on that screen.

Hi there, the issue is that the game requires Texture Cache Accuracy to Safe.

The safe texture cache may require the setting before the game starts, it is not sufficient to change the setting when you observe the issue and the issue can be baked into savestates.

You can test this by stopping dolphin and enabling the safe texture cache, getting to the point of the text issue without the use of any savestates, try getting there from scratch.
