What went wrong?
Garbage (or nothing at all) gets rendered when using drivers with incomplete UBO support. E.g. old radeon versions, which likely will be still in use by the time 4.0 gets released.

What did you expect to happen?
Dolphin's UBO usage to be disabled if the driver doesn't support it properly. A WARN_LOG should be printed to inform the user to update his/her GPU driver.
