What's the problem? Describe what went wrong in few words.
It seems to be a improper bloom effect that is present throughout the game but is most pronounced during certain cutscenes. It's effect is that everything in the game has a faint doubled (semi-transparent) image bordering it.
Turning off scaled-efb copy has not resolved the issue.

What did you expect to happen instead?
For the effect to either not exist or to be properly aligned with the actual object.

What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]
The effect is present throughout the entirety of the game so simply loading the game will show you the issue.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
Both 4.0.2 Stable and Dev revision 4.0-2109

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Untested.

I chose this screenshot to help highlight the ghosting by overlapping the ghosting image of the tree across the ghosting image of the glowing mushroom.
