What did you expect to happen instead?
PAL60 should have no effect.

- Enable PAL60
- Run Doc's Punch Out
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

A NTSC game such as WPCE01 running on a NTSC console wouldn't have the option to enable or disable PAL60.
Does the game work under these conditions on the real console?

Can you set an NTSC Console to PAL60? And if you can't, why would that option affect an NTSC game?

But seriously, I don't see how PAL60 should affect NTSC games...

This happens on the full game too; apparently, not just the Wiiware one. Is this a bug on Dolphin's end or a bug on the game/console's end?

Possibly the coders mistakenly left the check for PAL60 enabled in the NTSC build, then the SDK throws a tantrum when the game tries to switch from an NTSC video mode to a PAL (EURGB60) mode since that isn't allowed. Wouldn't affect real consoles or get picked up by QA since proper NTSC consoles can't have PAL60 enabled.
Possibly there would be an OSReport log complaining about the illegal video mode switch if this were the case.
