It doesn't boot. Black screen on startup
What did you expect to happen instead?
Some really old arcade game to boot.
What steps will reproduce the problem?

- Cry uncontrollably
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0.2, 4.0-4875
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
nada
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Core i5 3570K, GTX 760, Windows 7x64
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

Tested some builds I have in storage.
3.5-1594 win64 - Boots
3.5-1863 win64 - Boots
3.5-1889 win64 - Boots
3.5-1905 win64 - Broken
3.5-1930 win64 - Broken
3.5-2291 win64 - Broken
3.5-2442 win64 - Broken
JMC's data so far seems to conflict with this, but he's gotten it to boot as well. It's a regression for sure.

I highly disagree with MaJoR's data, as it blames a D3D9 SSAA commit. I bisected to another commit, namely, delroth's Global User Directory commit. And because the logs freeze on writing some Wii files, I think it may actually be the culprit.

Ah, we're both wrong. PAL60 option breaks it.
Can we please disable PAL60 when booting NTSC games?

Confirmed that disabling Pal60 fixes it in latest master.

To make matters stupider, some PAL VC games require it on, where as some NTSC ones require it off. WTF.
