What's the problem? Describe what went wrong in few words.
If I use borderless fullscreen(D3D backend) will not freeze in the exclusive fullsecreen but despite being forced vsync on screen tearing persists
What did you expect to happen instead?
Fix screen tearing
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-6725
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Windows 7 64BIT|I3 2328m|RAM 4GB|AMD HD 7450m

When we're in borderless fullscreen we're at the mercy of Windows.

Because vsync always applies to the full screen. Borderless fullscreen is still just a window, which you notice the most when you put another window in front of it.
I think Aero automatically enables vsync for windowed stuff. Do you have Aero disabled by any chance?

Normally I'd say it's your own damn fault for disabling Aero, but, eh, vsync enabled makes me a bit hesitant to go with that conclusion...

Without exclusive fullscreen we need aero for vsync. I don't see anything about this problem changing.
