What's the problem? Describe what went wrong.
Metroid Prime 2's main menu stutters and drops frames. That happens at random, and affects both visual and sound parts. Also, the "shutting down screen" effect in the end of animation when starting game/loading save is cut off.
Tinkering with XFB, EFB to Texture/RAM and other settings resulted in no effect.
This is totally not my machine performance related, as menu was all ok in 4.0-7862 and older. Also, it is related to issue #9023, but was NOT fixed by booto's VI timing adjuctments in 4.0-8340.
What steps will reproduce the problem?
Just launch the game and get to main menu.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
4.0-7864 to current (4.0-8863 at the moment) have this bug.
4.0-7862 and older are ok.

Sorry about reporting it only now, I thought that booto's final fix also fixed this menu wierdness, and I have not played MP2 for a while... so here it is :)

Probably some silly edge-case. Hopefully solvable.
