What's the problem? Describe what went wrong.
The transitions between screens in the main menu have some graphical defects. Above native resolution, it looks like the same layering is not applied to both XFB copy halves or something, not sure. At native resolution these look better, but still do not appear to be console accurate in D3D.
Transitions seem to work fine in OpenGL, both at native and above. Those look console accurate to me.
What steps will reproduce the problem?
Switch between the Options menu and the Title Screen and observe the transition in Direct3D 11. For best effect run above Native, as it's hard to spot the error at native without directly comparing.

If the issue isn't present in the latest stable version, which is the first broken version?
Bisecting gives me https://dolphin-emu.org/download/dev/master/5.0-6461/. This seems accurate even when deleting the shader cache manually; 5.0-6444 works, 5.0-6461 does not.
If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible.
RS2 does not like Fifologs very much.
Getting like-for-like screenshots of the RS2 title screen is also somewhat difficult as many elements of the transitions are randomized, but I hope the screenshots show the problem anyway.
