It's a graphical glitch. The image is slightly shifted to the top left.
What steps will reproduce the problem?
using moves that have visual effects "on the camera" (see attached video), e.g. Sunny Day or Muddy Water

Is the issue present in the latest stable version?
tested 10967, was bad
If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

I attached a fifolog. It's 3 frames at the end of Muddy Water's visual effects.
I also attached a short mp4 showing the problem and screenshots from builds 1632, 1635, and their diff.
