What's the problem? Describe what went wrong in few words.
When sync gpu option is enabled lower than normal fps are counted as 100% emulation speed for the emulator making the game run in slow motion.
What did you expect to happen instead?
Normal game speed when run at 100%
What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]
1.Start a new campaign.
2.On the first race watch a slow motion race start where 20 fps are reported as 100% speed by the emulator for a 60 fps game.
3.
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

I think we have to get rid of the 1600 cycles per draw call asap. I guess there is no way to query the rendered pixels, but we're fine to check for the amount of vertices.
