Just an idea I came up with.
It will be far more convenient to the users who have configured something then forget it, then became perplexed as to why something did not go as expected when it's from the setting they've left it long forgotten.
When open "Show Changed Settings" it will scan through Dolphin settings and then list non-default settings (in tree list). "Show Changed Game Settings" will scan through user INI's beside cheat codes (except 'enabled' cheat codes, AKA "[Gecko_Enabled]" in .ini file) then list them.
Have a checkbox after each line then there is a button "Change Back" which will erase/revert every highlighted settings back to default.
Good idea or just stupid?
We're going to do a full overhaul of how Dolphin's code and user interface handle game INIs settings sometime, because it sucks the way it is right now. It's probably going to take a while, though.
An option to display changed settings in all INIs (as opposed to showing which ones are changed for a specific game) sounds a bit odd to me, and it's already possible to do it by looking at the files in the user INI folder.
If we want to show which non-game-specific options aren't default and offer a revert button, it'd be better to integrate it into the settings window instead of making something completely separate.
I agree that it's kind of odd to have the ability to view all Game Settings at once but it might be good idea considering that user may be looking to clean up their Dolphin profile ("dirty", I might add) as quick as possible. I think deleting .INI's will be faster but their saved codes...? (see also issue #6588)

So this has been fixed to the point where you can view both GameINIs in Dolphin's game properties page nowadays. That's as good as you're going to get without a bigger overhaul, and Dolphin also marks these changes in the GUI with bolding them.
