What's the problem? Describe what went wrong.

The game freezes when either starting a new game, or trying to load a save, on the first frame of the game (gameplay or cutscene).
The newer versions of Dolphin freeze on the loading screen before the first frame of the game.

What steps will reproduce the problem?

Press New Game on the main menu, or try to load a previous save.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

Working for: 4.0-8818
Broken on first frame: 4.0-9442
Crash before first frame: 5.0-138

Occurs on both OpenGL and DX11.

Please bisect to an exact build. Also, try single core mode.

The bug is introduced in version 4.0-9242. Version 4.0-9240 works fine.

Single core mode works in 4.0-9240 up to 5.0-138 but not in the latest version; 5.0-276.

I'll reply again once I have found the exact version for single core breaking.

Single core broke in version 5.0-222. It worked in version 5.0-215.

Can you try the interpreter. This looks like a JIT regression from degasus' JIT change.

Interpreter does not work for this game. Tried on 5.0-274, 5.0-222, 5.0-215 and 4.0-6680.
Waited 10 minutes on a black screen. For comparison, Shrek 2 takes 13 seconds to start.

JITIL freezes on the loading screen that appears when you first start the game. The yellow text that shows which backend you are using doesn't fade away, and the FPS: thing in the window title shows 0. This also began in 5.0-222.
