When using a SYSCONF from a real Wii, it doesn't always have the IPL.E60 setting in it. If you use a NAND dump from a real Wii in Dolphin that doesn't have this setting, it complains every time you enter the settings and when you try to change EuRGB60 mode: "Section IPL.E60 not found in SYSCONF."
If the user was just getting a NAND dump from their Wii to use in Dolphin, this wouldn't be too much of an issue. However, SNEEK lets you run your Wii completely off your hard drive, and lets users move their hard drive back and forth from their computer and Wii, depending on which machine they want to use.
To reproduce this, grab any NTSC NAND dump and point Dolphin to it, or use my Wii's SYSCONF that I've attached.

Dolphin 3.5 and Dolphin 3.5-367 are old versions of Dolphin that have
known issues and bugs. Have you tested with the latest version from
