Wrong aspect ratio

What steps will reproduce the problem?

Start the game

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

Tested on 4.0-7997
Happens since 4.0-7138 Aspect Ratio/VI Scaling FIx (PR #2765 de mirrorbender)
4.0-7135 Works correctly

What are your PC specifications? (CPU, GPU, Operating System, more)

4790K
Intel HD4600
Win 10 Pro x64 10240

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

It happens in D3D and OGL alike

I got this issue too. I'm going to report but someone reported it.

Togging Progressive Scan should fix this. Regardless, we need to not display it wrong in interlaced though.

This is also a problem with neo geo games for virtual console. And progressive scan doesn't fix it.
