[D3D9] "Dots" in Super Smash Bros. Melee Fountain of Dreams after 3.5-1905

Description

Something in the "Merge remote-tracking branch 'remotes/origin/dx9-ssaa-fix'" merger in 3.5-1905 (rdbcc677922ed) broke Super Smash Bros. Melee (GALE01) with the D3D9 backend. On the Fountain of Dreams stage, there are these... dots.

I tested all the stages, and it appears to only occur in Fountain of Dreams. Something to do with the mirror effect that only exists there? I've tried every setting imaginable; JITIL, graphics options, everything. I didn't find anything that could fix it. And yes, it appeared while SSAA was off, and turning it on didn't fix it either. And yes, this is ONLY D3D9. The other backends are unaffected.

There are no solutions so to reproduce it, use D3D9, then fire up Melee and go to the Fountain of Dreams stage. Can't get much simpler than that.

Reproduced by JMC47 so I'm marking it as Accepted. I'm also CCing Delroth since he needs to decide if this is a critical bug that needs to be fixed before 4.0 is released.
